Application deadline and notifications
- What is the deadline for the application?
- The deadline for applications to be submitted and complete—with required documents—is 4 p.m. on January 19, 2018. In order to have sufficient time to complete the application and upload all required documents we strongly recommend that you start the application well before the January 19 deadline.
- I received an email telling me my application is ineligible. What does that mean?
- In most cases it means that we are missing required documents or we can't open attached documents. Please go to your SmartChoice Dashboard to find more information regarding the steps needed to make the application eligible. You may also call or email Jill Blackwelder at 918-746-6138 or blackji@tulsaschools.org. If your student is an out-of-district applicant, the application will show as "ineligible," but it will be handled according to the process for out-of-district applicants described below.
- When will parents be notified if they are selected to participate in a program?
- Parents of all magnet applicants will be notified of their student's admission status by United States Postal Service (USPS). Student ID numbers of those accepted into a criteria-based magnet program will also be posted on our website approximately two weeks after the selection committee meets.
- I have received notice that my student has been selected to attend a specific magnet program/ school. Is there anything else I need to do?
- Yes, you must accept your seat at the program within the given time frame. Your admission letter will provide more detail. If you do not accept your seat by the deadline, the seat will be filled from the wait list.

Application process and documents
- How do I access the online application?
- The online application can be found at https://enroll.tulsaschools.org/apply. The application will be available starting at midnight on November 27, 2017. You can fill out the application on a variety of devices, including a computer, tablet, smartphone or any other device that connects to the internet. You may come to the enrollment center for assistance, if needed.
- How long does it take to complete the online application process?
- Typically, the process takes 10 to 15 minutes depending on the program. Uploading documents may take longer, especially if you do not have them readily available.
- Will I be able to apply for more than one magnet program?
- No, elementary magnet schools only allow one application.
Yes, secondary students may apply for one criteria-based school and/or one lottery-based school. Secondary students will rank their choices.
- Can I submit one application for two or more students at a time?
- No, each student must have their own application submitted.
- Is there another way to submit an application other than online?
- No, the application process is strictly electronic.
- What if I do not have access to a computer?
- Visit the Enrollment Center at 2819 S. New Haven Ave. We have computers available for use as well as staff to assist you. You may also use a smartphone, tablet or any other device that is connected to the Internet.
- I forgot my password and/or I can't get into my dashboard. What can I do?
- Call 918-746-6138 or email Jill Blackwelder at blackji@tulsaschools.org to have your password reset.
- My student is enrolled in Tulsa Public Schools or has been at one time. I do not know my child's student ID number. How can I get that number to use to complete the application?
- There are three ways to get your student's ID number: ask your child to tell you his/her lunch number, call the transfer office at 918-746-6138 or email Jill Blackwelder (blackji@tulsaschools.org) to get the number.
- After I have completed the online application process, is there another step to complete the process?
- Yes, for criteria-based schools you must hand-deliver the teacher recommendation form to the Enrollment Center. Your child's school can also deliver the recommendation to the Enrollment Center on your behalf.
- Once I've submitted the application electronically, how will I know that the submission is successful?
- Once the application is completed online, you will receive a generated message based on the email address you provided that says your application had been submitted. If you do not receive an email, the application has not been properly submitted. Applications will not be considered unless they have been submitted.
- What happens if I forget to attach documents to my child's application?
- Hand deliver the documents to the Enrollment Center to upload. The documents cannot be uploaded for you unless you have already submitted your application. Applications that are not submitted with the required documents by 4 p.m. on January 19, 2018, are not eligible to participate in the magnet process.
- Can I change my first-choice selection even though my application has already been submitted?
- Yes, you can change your priority selections on your SmartChoice dashboard or you can contact Jill Blackwelder at blackji@tulsaschools.org. Changes to an application cannot be made after the January 19th deadline.

- What if my child is not selected in the initial lottery selection process?
- For the lottery-based schools, if your child meets the relevant qualification requirements, their name will be placed on a quadrant wait list. The placement of the name depends on the order in which it was drawn.
- How does the elementary sibling preference work for elementary magnets?
The selection process for our elementary magnets is designed to ensure that students from all areas of Tulsa have equitable access to these programs. The process also provides for a sibling preference to foster increased opportunities for family engagement with the school community.
Our sibling preference regulation (2206-R2) has not changed, but we recognize that we have not sufficiently communicated around how the regulation is applied. As a result, sibling preference has been commonly interpreted by parents as a guarantee of admission to younger siblings of K-4th grade students. While the policy does provide preference for these siblings over non-siblings, it is not a guarantee of admission to the school. (Practically speaking, this means that siblings are not placed in the lottery with non-sibling students.)
There has typically been enough seats in a given quadrant to enroll all sibling applicants, a pattern that understandably gave families the impression that all younger siblings would be guaranteed admission so long as there was an older sibling in grades K-4 at the time of the younger sibling's application. To reconcile the expectations of current families that younger sibling applicants will be admitted with the intention and wording of the regulation, we will apply the regulation as follows:

For families with a student currently in the school (meaning in the 2017-2018 school year): any siblings applying for a kindergarten seat at the school (this year or in subsequent years) will be assured admission if they have an older sibling in grades K-4 in the school at the time of that sibling's application.

For applicants whose families will be new to the school in 2018-2019: younger siblings will continue to have preference over non-siblings in the future, but admission is not guaranteed and will be dependent on there being enough seats within the applicable quadrant at the time of the younger sibling's application. Siblings will be given preference over non-siblings in their quadrant and will be selected separately from and admitted prior to non-siblings in their quadrant. Also, siblings will have preference over non-siblings on any wait list.

Out-of-district, younger sibling applicants: note that the out-of-district admission limitations of regulation 2206-R2 apply to out-of-district applicants even if the applicant has an older sibling attending the school.

- How will the language screenings for applicants at Eisenhower and Zarrow be scheduled?
- Current regulation provides for language screenings of students attending our full immersion schools, Eisenhower and Zarrow. The screenings will occur after admission to the school—not prior to the lottery. The schools will schedule the screenings.

- How are students admitted to a criteria-based magnet school?
- Criteria-based magnet schools have minimum eligibility standards and admit qualified applicants based upon their performance on a list of selection criteria, and in some cases, the quadrant of the city in which they live.
- What assessments are used for criteria-based magnet school admissions?
We assess students in grades K-10 on two different math and reading tests, OSTP and NWEA-MAP, respectively. We use the most recent NWEA-MAP scores from the fall or early winter of 2017 and the most recent (spring 2017) Oklahoma state test scores. The committees will use the higher of the scores in reading and math for criteria-based magnet applications.
The Assessment Office will provide NWEA-MAP testing at the Enrollment Center on Dec. 15 and 21, 2017, for any student who does not have a recent standardized academic measure. Please call the Assessment Office at 918-746-6473 for more information.
- My child is applying to a criteria-based magnet school. What if I can't get the teacher recommendation form to the Enrollment Center in three school days?
- We know it may take schools several days to fill out the teacher recommendation form. As long as the teacher recommendation is sealed and delivered to the transfer office in the Enrollment Center by 4 p.m. on January 19, 2018, we will accept it. This is one of the reasons we encourage families to begin the applications as soon as possible and well before the deadline.
- I lost the teacher recommendation form the school gave me. What can I do?
- You should contact the school to see if they will complete another form for you. As noted above, all required documents must be submitted by the deadline. Your criteria-based application will not be eligible for processing without timely submission of the teacher recommendation form.
- What if my child is not selected in the initial criteria-based selection process?
- For criteria-based schools, if your child meets the relevant qualification requirements, their name will be placed on a quadrant wait list ranked by their total score.
Edison High and Middle Schools do not select students by quadrant.

Out-of-district or new enrollee applicants
- My child has never been enrolled in or attended Tulsa Public Schools. Do I need to enroll my child before I can submit an application for a magnet transfer?
- No. If your child is selected to attend a magnet school, you will be contacted to complete the enrollment form.
- Can students who live outside the Tulsa Public Schools boundary apply for a magnet transfer?
- The principal discretion process is the only avenue for a qualified applicant to be selected for a magnet school. More detail is below.
- My student would like to apply to one of the magnet programs, but we do not live within the Tulsa Public Schools boundaries. May my student apply to a magnet program?
- Yes, an out-of-district student may apply, however, out-of-district applicants are admitted only through the "5% principal discretion." Additionally applicants who live in-district and applicants who are the dependents of Tulsa Public Schools employees who live out of district will be offered seats before other out of district applicants.
- I work for TPS but live out of district. My student would like to apply to one of the magnet programs offered by TPS. Do the same out-of-district limitations apply?
- Qualified in-district and out-of-district applicants who are dependents of a Tulsa Public Schools employee will have preference in the principal discretion process over other qualified out-of-district applicants.
- Do the out-of-district limitations prohibit us from being admitted through progressive (preferential) enrollment (i.e. Mayo to Thoreau)?
- Yes.
- We live out of district. We are not employed by Tulsa Public Schools. We have two children, including one who currently attends the elementary magnet school the younger child wishes to attend with him next year. May our younger student attend this magnet school through a "sibling preference"?
- The same out-of-district application process applies to siblings.
- We lived in the district when we made application to the magnet schools, but at the time of the admission process, we had moved out of the district. Will my child's application still be considered?
- The application will be subject to the out-of-district limitations.

Rogers and Edison high schools
- If I attend Rogers Junior High or Edison Middle School magnet programs, do I still need to apply to the high school-level magnet school?
- Yes. Students wishing to attend these high schools must meet all qualification requirements and submit an application to the high school by the deadline.

- I want to apply for my child to attend one of the elementary magnets, but I don't want to take a tour of the school. What should I do?
- Taking a tour of the elementary school you want to apply to is part of the process. We understand, however, that parents may have difficulty with transportation or taking time off of work to complete this part of the process.
