Availability of Summary Health Infomation

Please see below information the Tulsa Public School district is required to provide to employees regarding the health plans offered by Employees Group Insurance Division (EGID) regarding the Summary of Benefits and Coverage (SBC).

The SBCs provides district employees an opportunity to compare all the plans against the other in a format that is the same regardless of the coverage.

Availability of Summary Health Information

As an employee of the district, health benefits represent a significant component of every employee’s compensation package.  They also provide important protection for employees and their family in the case of illness or injury.

Employee plans offer a series of health coverage options, and choosing a health coverage option is an important decision.  To help district employees make an informed choice, Summary of Benefits and Coverage (SBC) is provided to offer important information about any health coverage option in a standard format, helping employees compare coverage options.

The SBC is available on the web at: www.ok.gov/sib/Member/Handbooks. A paper copy is also available, free of charge, by calling 1-800-752-9475.

ENROLLMENT OPEN AND FLEX

Open Enrollment

The open enrollment period is held the first two weeks in October each year, with the changes becoming effective January 1 following the open enrollment period. This is the one time a year that employees can make changes to their insurance coverage or enroll in insurance coverage if they are not presently enrolled.

Benefits Fair

The Tulsa Public Schools Benefits Department host a benefits fair each year at the Education Service Center before the open enrollment period. It is held the last part of September or the first part of October. Those dates are announced every year prior to September. During the benefits fair, there will be representatives present from the insurance companies to answer any questions. There will also be available the updated information regarding changes for the open enrollment period.

Flex Enrollment

There are two types of Flex accounts. Both types allow you to set aside monies on a pre-tax basis to pay for reimbursable expenses. Reimbursable expenses for the "Medical Flex Account" include out of pocket medical, dental, and vision expenses as well as some over the counter medications. Reimbursable expenses for the "Dependent Day Care Account" include expenses you incur for the care of a qualified dependent. There are special tax laws affecting this type of account. Enrollment is by telephone and is completed each year approximately during the month of November. Specific enrollment dates will be published each year. The amounts you choose to set aside are for expenses you incur during the calendar year (January 1st through December 31st). Any dollars not used for expenses are forfeited. This is what is known as the "use it or lose it" provision of Section 125. It is very important to be conservative and accurate in estimating your expenses for the plan year. You may obtain the forms for filing claims on these accounts at www.afadvantage.com.

SECTION 125 - IRS

Internal Revenue Compliance

According to IRS regulations, each employee must be informed annually of their ability to set aside monies for medical and dependent day care expenses and to purchase certain insurance products on a pre-tax basis. In order to comply with this regulation, representatives from American Fidelity meet with all employees during the months of February and March. The meetings are held at each school site.
